Diagnostics on Plastic Waste: This work includes field surveys and remote sensing surveys in key coastal and riverine areas to identify quantities, types and brands of plastic waste leakage. The results from the surveys aim to provide an analytical basis to identify the top 10 priority plastic items to be targeted by policies and investments. This work also includes a product alternatives analysis for a selection of the top 10 plastic items
Plastics Policy Analysis: The policy analysis aims to identify, review and recommend options to improve existing legislation/regulations and strengthen monitoring and enforcement towards enhanced plastic waste management with a focus on the top 10 plastic items identified in Diagnostics. This work includes (a) an inventory and analysis of existing regulations, policy and institutional framework for plastic waste management and a gap analysis as compared to good international practices; (b) policy options analysis, recommendations and roadmap development; and (c) sub-national policy analysis and roadmap development for 3 municipalities (Cam Ranh, Hai Phong and Da Nang). This work will inform the implementation of the NAP for the management of marine plastic litter as well as the plastics-relevant aspects of LEP 2020.
SWM Analysis: This analysis aims to support a rough assessment of current solid waste management, operational practices, institutional arrangements, regulatory framework, financial and operational aspects in solid waste management for the three aforementioned cities (Cam Ranh, Hai Phong and Da Nang). This will inform the identification of cost-effective and environmentally sustainable investment options for solid waste (incl. plastics) reduction and management. This includes (i) a baseline assessment of solid waste management in each city/province; (ii) a first estimation of infrastructure investment needs and order-of-magnitude costs for solid waste management capacity based on above baseline assessment; (iii) a summary analysis of different financing options to address aforementioned infrastructure investment needs; (iv) recommendations for improving financial and environmental sustainability of solid waste collection, transportation, treatment and disposal; and (v) recommendations for institutional strengthening, education, and promotion of green/recyclable products
Market study on plastics value chains and plastics circularity opportunities and barriers: This work aims to (1) map plastic value chains; (2) evaluate the plastics supply and demand for recycled plastics; (3) review the enabling environment for plastics recycling and (4) recommend interventions and prioritization of actions
